以藍天白雲漂浮之形體架構作品橫向之造 型，以四條河川垂直之造型來支撐縱向 的結構，藉由藍天與白雲的搭配營造出天 晴的意象，藉由鵬鳥振翅之動態象徵起飛 的市政欣欣向榮持續飛行，河川縱流水源 豐沛象徵日治時代出臺中市的四大川「綠 川」經濟之河、「柳川」歷史之河、「梅 川」文化之河、「麻園頭溪」科技之河。 如今藉由藝術呈現營造出源源不絕永續經 營臺中新市政與新氣象。

The shape of this work brings to mind white clouds floating in a blue sky, with four vertically flowing rivers supporting the horizontal representation of clouds. The combination of white clouds and blue sky creates the impression of a sunny day and the symbolism of a mythical bird flapping its wings represents the continued prosperity of a well governed city. The image of the vertical represents the four “rivers” that flowed from Taichung during the era of Japanese colonial rule – economics, history, culture and technology. Today this symbolism represents the tireless energy of a new government as it guides the people of Taichung into a new era of prosperity.
